Companies can pay internet providers to not have their sites throttled.
Have you ever tried to update an app and its slow, but then a different app updates a hundred megabytes in seconds? Yeah, you got throttled...but then...its not you that they're throttling. They're throttling the company you tried to connect to.
This means that companies with different political views can be throttled to decrease their user base, but something much more sinister as well: internet providers can use this leverage as blackmail. Any company which does not pay their dues to the given internet provider can be throttled to nothing.
Net neutrality created an unfair internet world. No, an illegal world.
