How many cold cases are due to intelligence agencies?

I'm watching James Bond movies and realized that IRL intelligence agencies do infact kill many people. However, local PD would be clueless and actively try to find the killer like any other homicide. All DNA, fingerprints, or other evidence would be impossible to follow up on. So how prevalent do you think this is?
