If the intention is to keep people here illegally from voting, why do we need these two California laws?

The text of the two laws is below, with links afterwards.

With the New Motor Voter Registration program came two sections of Election Code laws that made it so people here illegally who voted can't be prosecuted. Why would they need these laws if they're assiduously keeping illegal aliens off of the voter rolls?

As to the final clause of section 2269: if you're in California illegally, at the DMV to get a driver's license and don't understand English very well, and the state sends you a voter registration card, wouldn't you think you're entitled to vote?

California is an opt-out state for registrations, not opt-in. They send out registrations to every person who gets a license unless you specifically ask to not get one or say you're already registered. My wife, who is a green card holder, received one and we had to ask the local Board of Registrars to cancel it. I'm sure she's not the only one.

Thirteen California counties had more registered voters than eligible adults. Of course, state administrators will say there are zero people voting illegally. So why do we need these two specific laws? It's almost as if they were put in place to protect the people they want to vote illegally.

\2268. If a person who is ineligible to vote becomes registered or preregistered to vote pursuant to this chapter in the absence of a violation by that person of Section 18100 , that person's registration or preregistration shall be presumed to have been effected with official authorization and not the fault of that person.

\2269. If a person who is ineligible to vote becomes registered or preregistered to vote pursuant to this chapter and votes or attempts to vote in an election held after the effective date of the person's registration or preregistration, that person shall be presumed to have acted with official authorization and shall not be guilty of fraudulently voting or attempting to vote pursuant to Section 18560 , unless that person willfully votes or attempts to vote knowing that he or she is not entitled to vote.
