Whats it called? Cannot think of the specific term..help

I am trying to write an article and cannot think of the term I am looking for. It is when the government wants to accomplish something that is either unpopular or just something crazy. It goes as follows, they have a motive, then they manufacture a crisis so they can come up with a solution, but the solution was actually there in the plan in the first place. The problem, manufactured crisis, solution. It is like something theory, or someones law, I just for the life of me cannot think of the term. Please help!! But I thought I would ask here because it is a commonly used term in conspiracy theories.

You've seen it on the glove Tom Hanx ig post, you've heard about it in the wayfairgate evil if you are on twitter. What does it mean? My guess is "src" is short for "satanic ritual child". "sra" is well documented short for "satanic ritual abuse" Also, the wayfair building has the fmason black and white pattern design on the roof (see photos) which is symbolic for "good vs evil" and can be seen in many of their lodges. If there is a Marek's disease scenario due to the leaky vaccine being promoted, that will mean every human will need a shot or will die

This scares the pants off of me, the more I think about it. Basically what happened is chickens had this disease called Marek's disease that caused tumors but wasn't usually fatal. In 1970 they invented a leaky vaccine (one that didn't prevent infection but only lessened symptoms). What resulted was a mutation of Marek's disease that now KILLS EVERY SINGLE CHICKEN WHO GETS IT. The vaccinated chickens are able to maintain a high viral load while being healthy, enough to quickly kill an unvaccinated bird. So if you own chickens, and they're going to be in contact with other chickens, you HAVE to vaccinate them or they can die easily. From a disease that was originally a nothingburger, but is now super deadly because of this leaky vaccine.
