Why would the Navy order destroyers during the recent east coast 'drone' incident to stand down and not engage if these were such hostile gestures?

You would think any foreign body entering military air space would constitute a threat, especially if the targets were in direct contact with Naval destroyers, hovering over them for some time. I would assume it would play out like any threatening situation, "This is the US Navy, identify yourself or you will be shot down".

Could it be top brass knew what they were and posed no threat?

Thoughts?
