Disclosure by way of disclosure through legal means of declassification
A theory I've been working around my head is the idea that the whole AATIP/AAWSAP programs were a way to unfuck the gigantic bureaucratic nightmare called "Special Access Programs" in whatever "Black World" there is. Essentially AATIP is a SAP to unfuck the path to "disclosure".
TLDR: The process of "disclosure" is nothing more than a way to unfuck a massive bureaucrat red-tape ball of fuck that has piled up over decades due to different "special programs". Unless you believe that the CEOs of Lockheed Martin and Boeing and some mid-level CIA dude are calling all the shots...NO ONE is actually "in charge".
It is often heard by lower ranking servicemembers in the military when frustration abounds "nobody knows what the fuck is going on!" or "Who the fuck is in charge?"
That being said, I think this whole process we're going through is a way to unravel a MASSIVE bureaucratic red-tape "accidental corner" that the so-called "Military Industrial Complex" has painted themselves into and clusterfucked themselves into over the past 50 years or so.
Let's pretend for a minute that members of the government, military and defense contractors want to reveal to the public what is going on...and have wanted to for quite some time. Unfortunately when you sign an NDA you can't just divulge the information you know or take the chance of the entire State apparatus coming down on you...including even those in charge. Whether it was designed this way on purpose or just a massive pile of SAP's that piled up over the decades...no one...absolutely NO ONE is allowed to talk about anything. In a sense...no one really knows who is in charge and therefore knows what's really going on...everyone is just a cog in the machine "following orders".
What if the ONLY way to actually legally "disclose" without fear of prosecution (or worse) is for the civilian population (who are technically THE boss in a democratic society) to start asking questions? Why does it seem like absolutely no one in the government (to include the President) doesn't have the "need to know" or the "clearance" to know what is TRULY going on? Everyone has their little piece of the pie, but for the American population to know what their tax money is being spent on...have to get their government to start asking questions.
This might all sound like a "no-shit" post, but if you really think about it, what Lue E. did was exactly what needed to happen for us to know...Whether it was intentional or not (I think it was), the idea that this was the only way to start the road to "disclosure" of what the government has in regards to technology is to get the public to start asking questions. Everyone wants a Wikileaks style drop. But in an SAP world that kind of "disclosure" cant really happen unless you get the taxpayers to start asking questions. How do you do that? You declassify a few videos that show some nifty stuff happening (whether it's real or not).
To do this successfully you have to get military personnel to start asking questions. Their questions create a need to "declassify" some data...that is presented to the public via the media. The public in turn start asking their elected officials what's going on...which creates the snowball...ending in "disclosure". It was designed this way purposely.
I mean, why does the CJCS, SECDEF, Director of the CIA and the entire Legislative Branch not know what the fuck is going on?! I think the "storm Area-51" "joke" got some folks starting to get worried also.
Just a theory.
